Our roleCo-author, climate change advisor
The need
Central banks and financial regulators were setting inclusive green finance policies without evidence on how climate change and green finance affect women’s access to finance, or on where green finance and gender-inclusive finance policies overlap.
What we did
We reviewed best practice in inclusive climate finance, identified gaps in programme design, assessed financial solutions that serve women and climate goals together, and wrote recommendations for central bankers on the roles of governments, regulators, the private sector and civil society.
Results
The special report Towards an Inclusive Green Future, published by AFI for its member central banks and financial regulators, co-authored by Liliana Locke (née Camacho).

Questions about gender equality and social inclusion (GESI)
What is GESI?
Gender equality and social inclusion (GESI) is an approach that addresses unequal power relations based on gender, disability, age, ethnicity and other identities, so that programmes reach and benefit women, men and marginalised groups.
What is a gender action plan?
A gender action plan (GAP) sets out the activities, indicators, targets, budget and responsibilities that make a project gender-responsive. The Green Climate Fund and the Asian Development Bank both use gender action plans, and LirioAI prepares them to the GCF gender action plan template and Asian Development Bank (ADB) requirements.
What is a gender analysis?
A gender analysis examines how roles, needs, access to resources and decision-making differ between women, men and other groups in a project’s context. LirioAI uses established gender analysis frameworks and tools, and the findings feed the gender action plan or GESI action plan.
What is gender mainstreaming?
Gender mainstreaming is the practice of considering gender equality at every stage of a policy or programme, from design through to monitoring and evaluation, rather than treating gender as a separate activity.
