Our roleTerms of reference, course design and cost model

The need

Papua New Guinea’s Green Finance Centre oversees the country’s Inclusive Green Finance Policy, developed by CEFI and GGGI under the Bank of Papua New Guinea with support from New Zealand’s Ministry of Foreign Affairs and Trade (MFAT). The Centre needed a digital programme to train staff of the central bank, Pacific central banks and financial institutions in green finance.

What we did

We wrote the terms of reference for a digital green finance capacity-building programme, with suggested course outlines and a cost model, and built a working demonstration of the learning management system and a client portal for the Centre’s team, all within GGGI’s compressed timeline.

Deliverables

FAQ

Questions about terms of reference and bidding documents

What is a terms of reference (ToR)?

A terms of reference (ToR) sets out the background, objectives, scope, deliverables, timeline, required expertise and budget for a consultancy assignment, project or programme. Consultants bid against it, and the client manages the contract against it.

What is the difference between terms of reference and a scope of work?

The scope of work lists the tasks and deliverables. The terms of reference places that scope of work in its context: the background and objectives, reporting lines, the expertise required and the budget. Many donors use the two terms interchangeably.

Can you write terms of reference for consultancy services?

Yes. LirioAI writes terms of reference for consultancy services and for projects, to your specification and aimed at your donor, or within your donor’s own ToR template, together with the bidding documents that go with them.

Can you write terms of reference for a training programme?

Yes. A terms of reference for training sets out the training needs, the participants, course outlines, the delivery mode (in person, e-learning on a learning management system, or both), training of trainers and a cost model. LirioAI wrote terms of reference of this kind for GGGI’s Green Finance Centre in Papua New Guinea.
