Our roleClimate expert
The need
MFAT needed an independent view of whether CGIAR’s agri-food systems research in Asia’s mega-deltas delivered its climate and food security objectives, and at what value for money.
What we did
We assessed climate outcomes and value for money across the initiative, reviewing programme design and evidence, all climate-smart agriculture outcomes and their alignment with national climate commitments (NDCs).
Results
Four countries’ national climate commitments (NDCs) assessed against the initiative’s climate-smart agriculture outcomes.

Questions about monitoring, evaluation and learning (MEL)
What is monitoring, evaluation and learning (MEL)?
Monitoring, evaluation and learning (MEL) adds a learning loop to monitoring and evaluation: findings are fed back into decisions while the programme is running, not only reported at the end. LirioAI designs MEL frameworks, results frameworks and baseline surveys, and provides MEL consultants for climate programmes.
What is monitoring and evaluation?
Monitoring and evaluation (M&E) tracks a programme’s progress against its plan and judges whether it achieved its intended results. Monitoring runs throughout the programme; evaluation happens at set points such as mid-term and completion.
What is a results framework?
A results framework sets out a programme’s intended outcomes and outputs with indicators, baselines and targets. A logical framework covers the same ground and adds activities, assumptions and means of verification.
What is a value for money evaluation?
A value for money (VfM) evaluation assesses whether a programme makes good use of its resources, usually against economy, efficiency, effectiveness and equity. LirioAI carries out value for money evaluations and studies.
What is a baseline survey?
A baseline survey measures conditions at the start of a programme so that later results can be compared against them. LirioAI designs baseline surveys and quantitative survey instruments.
